PersonalityBlade is not your average guy - he's quite eccentric. He rarely acts serious, often cracking jokes/puns/one-liners and goofing around. However, he's a friendly guy (who looks out for his friends) and who's sassy, slightly witty and hella fab - but if you get him angry, you'll probably want to stay away from him; he can be somewhat of a hothead too, and when someone manages to tick him off to a great degree, he'll lash out. In school, Blade is above average despite his tendencies to daydream and his difficulty paying attention. (He's also a little bit lazy, but he'll get work done if he has to.) His favorite class is English and Art, because he enjoys writing and painting stuff (he's also good in math). Even though he's very intelligent, Blade doesn't brag about his smarts, yet he will use his above-average intelligence to get what he wants at times. He's still prone to making mistakes, however - especially when he's not thinking right.
HistoryBlade was born to a Weavile and a Scrafty in Nimbasa City as an only child. His life was pretty normal. At a young age, he made friends with the boy next door, Sebastian the Sableye (meeting him at the age of 2 when he climbed the fence), and the two are still very good friends to this day. Growing up, the two did lots of stuff together, from haning out to shopping to studying. Blade didn't make many friends, instead focusing on a few since he preferred having a few good friends rather than a lot of "okay friends". He never really got into instruments or anything, though at a young age Blade began to take an interest in fighting and karate, so he tried it, enjoyed it and leveled up quicker than his peers. He went to school at Nimbasa City's elementary (and later middle/high) school, receiving good grades and even evolving prematurely. Blade wasn't a perfect student though, as he tended to get into fights and quarrels as well as fail a couple of tests. But he was still pretty cool.
Blade wants to go to Armonia Institute because he's heard that they're fun and a great way to try new things and meet new people. He's somewhat open to new experiences and believes that going to Armonia will help him become successful.

Just a note, not a real critique or anything since I feel like this might change your character completely but, they can't be mixed Pokemon. They have to be a official one, either a Weavile or a Scrafty, not a cross between the two. He can have both his parents being those, egg groups don't necessarily exist in this world, but he can only be one or the other. That's how Pokemon works.
Skimming over it you could have a pretty decent character her. That's all I've done so far though, is skim. Giving him this whole 'real name unkown' thing is kind of blah too, comes off sue-ish. It's not like he's some mysterious person that came out of nowhere, he has parents, and he's applying for a school in which they'll need his real name. Having that as a nickname I wouldn't see anything against, though. I would highly suggest making his history longer, though, it could be acceptable as is, but it's better to be safe than sorry.
Again this isn't really a full fledged critique, just some helpful advice.

Now I skimmed over him again, I would suggest explaning things more in his history. How did he become friends with the Sableye, why was their friendship important? Did they do anything together growing up? Why did he only focus on having a few friends instead of having many? Also you should probably give a reason for him wanting/being sent to the school. Just a lot of explanations needed really.
Now his personality and his history are a bit... confusing. In the history it states he's not a perfect student yet you go into detail in his personality that he pretty smart. While yes, he can still be smart, and not be perfect (which he shouldn't be) it just feels... oh what's the word... contradicting? The way you worded all of it, at least. Again, just explaining things in more detail could probably help this. That's just how it comes off to me.
